"Canon" as an adjective is not DW-specific. I've heard it used for the Star Trek and Star Wars universes, at least. It may have started with DW, though. Dunno.
You're right that it's not DW-specific. In fact, now that I think about it, I'd guess that it didn't originate with Doctor Who fandom, since I get the impression that canonicity in Doctor Who really became an issue in the '90s, when the only new Doctor Who being produced was in the form of novels (and later audios). Before then, I don't get the impression that DW fans worried much about it, even though there were comics and short stories in Doctor Who annuals and other things that might have had dubious canonical status.
